Hey! I am going through the same process and am closing in (I hope) on getting USCIS to look at my paperwork. I got married in the Phil and am bringing my beautiful wife here. Are you married already or are you bringing your lady in on a fiancee visa? The spousal visa involves a few steps (so far) but what you do is fill out an I-130 form, two G-325A forms (one for each of you; this is straight biographical info for USCIS) and the appropriate fees, which will be just for the I-130. When I paid it was $355.
Once USCIS approves what you sent - send everything you can, no matter how trivial, that they ask or suggest you send (read past the initial required stuff for more things you can send), they forward it to the NVC (National Visa Center). They do a background check, then ask for fees and a bit more paperwork. The faster you get this stuff to them, the faster the process can be. Once they have it, they will set up an interview for your lady a month in advance, as well as a medical exam, and once your wife passes the interview she's in.
