Well, let me look at a classic "bad girl" of the 20th century. Mae West. She thought for herself, she believed that she had the right to make her own decisions regarding sex and her partners. A "bad girl" OR a "good girl" who is truly expressing herself is equally strong. The one I would see as weak and less desirable is the one who follows what she has been told without making her own decisions.
