Well, in answer to your question, I must first qualify my answer by saying that I am NOT an attorney, and my remarks are my personal opinions, based upon information that I found on the US government websites.

You should verify all information yourself, and consult an attorney.

My attorney has told me that there can be different quotas for different countries, except that there are NO quotas for spousal VISAs.

I think that, if you meet the financial criteria and can show a genuine reloationship, that the (US) government should not give you much of a problem.

Foreign governments are another matter. I recommend going to www.cherryblossoms.com; the people there have heard stories about immigrants from different countries. But, I repeat, your best source of information is your attorney. :)
