My good friend and my driver in Phnom Penh asked me to dheck this out for him. I had heard of this from a man in Thailand a few years ago. From what I understood at that time was that a lottery was held at the U.S. Embassy in Bangkok to fill a yearly quota of 100 Thais to become permanent residences in the U.S.
